Chavez addresses summit in letter

The typed letter, signed by Chavez in red ink, was read out on Monday at the CELAC summit in Santiago.

The cancer-stricken president, currently recovering from a seven-week-long operation, praised Cuban President Raul Castro in the letter over assuming rotating president of the Community of Caribbean and Latin American nations (CELAC).

“After 30 years of resisting this criminal imperial blockade, Latin America and the Caribbean is saying to the US, in one voice, that all your attempts to leave out Cuba are failing,” Chavez said in the letter.


Chavez praised the progress of the group, which came as a counterweight to the US dominated Organization of American States (OAS).

“Since December 2011, when we founded CELAC in Caracas, world events have only confirmed the extraordinary importance of our decision, the great step forward that we took,” he said in the statement.

Chavez urged the Caribbean and Latin American leaders in the message to work together on different issues, from energy to literacy. He also supported Argentina over the sovereignty of Malvinas islands, also claimed by Britain.

The Venezuelan leader also said the CELAC group needs to expand its abilities to increase the 33-member state bloc’s economic strength and he criticized schemes of the “First World” that he said resorted to cutting “social and public spending” as the “only answer” to economic downturn.

“Through CELAC, we can achieve economic growth through significant investment in social spending…acknowledging the universal right of our citizens to free healthcare and education,” the statement said.

Castro, who praised Chavez’s leadership, assumed the CELAC presidency during the three days of the summit and remains its head until early 2014.

The Venezuelan president, who elected Maduro to rule in his absence, has avoided the public eye since he underwent his fourth cancer operation in Havana on December 11.
