Greenpeace activists are continuing their campaign to stop a fishing supertrawler leaving the Netherlands for Tasmania.
The ship was due to leave a port near Amsterdam three nights ago.
Seafish Tasmania wants to base the 140-metre FV Margiris in Devonport to fish Commonwealth waters for red bait and jack mackerel under its 18,000 tonne quota.
Greenpeace campaigner Pavel Klinckhamers said the activists had no plans of leaving.
“The chain is still connected to the propeller that we connected last Wednesday,” Mr Klinckhamers said.
“We have activists sitting in a tent on the mooring lines so they cannot untie the ship from the quayside because activists are holding on to the mooring lines.”
Seafish Tasmania said the ship would be regulated by the Australian Fisheries Management Authority and would have an AFMA observer on board.
