Until his death in a hotel room in Chongqing last November, 41-year-old Neil
Heywood had been the other. Mrs Gu is “highly suspected” of his murder,
according to the Chinese state media.
Chinese investigators are thought to want to question Mr Devillers about his
relationship with Mrs Gu.
While Cambodia arrested Mr Devillers, officials had previously warned they
would not extradite him to China without some evidence he had committed a
crime.
Meanwhile, France requested that Cambodia, a major recipient of Chinese
investment, follow all legal procedures before agreeing to transfer Mr
Devillers.
As of yesterday, Mr Devillers was thought to still be in custody in Phnom
Penh’s Immigration Detention centre.
An architect who once helped Mr Bo and his wife plan the street grid of
Dalian, the city which they presided over in the 1990s, he is thought to
have lived in Cambodia since 2005.
He works as a property investor and owns a small wooden villa he designed
himself overlooking the resort of Kep. He is also believed to have married a
Cambodian woman with whom he has a young son.
