The explosive device was reportedly placed in a small plastic bottle and went off near the office building in the Kizilay district at around 9:30 a.m. local time (0730 GMT) on Monday.
The bombing was carried out one and a half hours before a cabinet session scheduled to be headed by the Turkish premier in the capital.
Turkish police have blocked access to the scene of the attack due to concerns that a second bombing might be in the works. The officials did not provide any further information on the incident.
The Monday bombing in Ankara was conducted a few days after 15 police officers were injured in a remote-controlled bomb attack near the offices of the ruling Justice and Development Party in the city of Istanbul.
