Alleged rape at Afghan base leads to ‘buddy’ system

SOLDIERS at the main Australian base in Afghanistan are not allowed out of their quarters at night without a ”buddy”, after a female soldier claimed she was sexually assaulted.

The soldier was flown back to Australia last month after the alleged assault, which she said took place outside the Australian sector at Tarin Kowt multinational base. However, she said she could not identify her attacker, or even his nationality.

As well as about 850 Australian troops, there are also American, Slovakian, Singaporean, Dutch and New Zealand soldiers living at the main base, along with Australian civilians from the Department of Foreign Affairs and Trade, the federal police and AusAID, and civilian contractors from other countries.

In response to questions from The Age, Defence confirmed that safety measures had been put in place for soldiers of both genders since the alleged incident.

”As a result of the allegations, the command team at [the base] have implemented a mandatory buddy system whereby all personnel are to be in pairs when transiting outside the accommodation blocks at night,” a spokeswoman said.

”The buddy system will remain in place until additional mitigation measures of improved lighting and provisions of safety whistles has occurred.”

Defence would not comment on whether the alleged attacker had been identified, saying only that the investigation is continuing.

Although small compared to major coalition bases in Afghanistan, the installation next to the town of Tarin Kowt is sprawling, badly lit and contains a number of distinct sectors. Australian personnel share basic rooms in two-storey, rocket-proof buildings near the communal recreation areas.

Other bases, like the massive coalition facility at Kandahar, have experienced serious crimes. When The Age was at the Kandahar base last year, it was told of at least one confirmed murder and there were rumours of numerous rapes, assaults and additional killings.
