El-Araby made the remarks at the start of a two-day-long conference, hosted by the Arab League, that brought together some 250 members of the Syrian opposition in Cairo, The Associated Press reported.
“There is an opportunity before the conference of Syrian opposition today that must be seized, and I say and repeat that this opportunity must not be wasted under any circumstance,” he said.
This is the first such gathering to be hosted by the Arab League.
El-Araby also voiced opposition to the UN-brokered agreement, which was recently clinched in Geneva on the formation of a Syrian-led transitional governing body.
He said the deal — which came about as means of ending the unrest in Syria — fell short of expectations. Armed opposition groups have likewise repeatedly rejected the plan.
However, Turkish Foreign Minister Ahmet Davutoglu said, during the Cairo conference, “For Turkey, the result of Geneva is clear and self-evident. There will be a transition and change in Syria.”
UN-Arab League envoy to Syria Kofi Annan said at a press conference after the meeting in Geneva that the potential governing body, agreed on by the diplomats attending the meeting, “could include members of the present government and the opposition and other groups, and shall be formed on the basis of mutual consent.”
Syria has been the scene of violence by armed groups since March 2011. The violence has claimed the lives of hundreds of people, including many security forces.
The West and the Syrian opposition accuse the government of killing protesters, but Damascus blames “outlaws, saboteurs, and armed terrorist groups” for the unrest, insisting that it is being orchestrated from abroad.
