There is really no backing away now from indictments for High Treason. The Secret Service did stand down and held the door open for an assassination attempt on a former President of the United States.
In the first video, taken by one of the people hit in the gunfire, we can see Crooks scampering agilely across the roof, to the position he was found in. In the second video we see police circling the AGR building that Crooks was on, with guns drawn, as bystanders notice something is terribly amiss and begin taking cover.
This goes on for minutes before shots fired at Trump. Not once is there any move to whisk Trump off-stage, even though Fox DC reports that Crooks had been spotted with a rifle a full 20 minutes before first shots. Corroborating this is the threat police must have sensed to have their weapons drawn as they ran around the building Crooks was on for minutes.
As soon as Secret Service knew there was an unauthorized person on a roof within easy shooting distance of the president, who had been seen earlier with a hunting range-finder, Trump should have been whisked off the stage forcibly and advised of a possible threat until the roof was cleared and secured.
The Secret Service has still refused to say who was in command of the Butler detail that day.

“Thomas Matthew Crooks, the 20-year-old would-be assassin who opened fire on former President Donald Trump’s Pennsylvania campaign rally Saturday, hid the weapon in advance, according to a Secret Service source.
It was not immediately clear where he hid it, however. By the time agents spotted him on the roof, he was already holding [the rifle].“
“Officials said the snipers spotted the suspect, 20-year-old Thomas Matthew Crooks, on the roof of a building outside security zone at the rally, in Butler, Pennsylvania, at 5:52 p.m. ET. The shooting happened at 6:12 p.m. ET, 20 minutes later, the sources said.“
